Background and objectives of assignment

The Tunisian economy embarked on a journey to transition from a low-income country to a middle-income country in the 1990s and early 2000s. Despite some achievements, it has continued to perform poorly in terms of GDP growth, employment and job creation, gender gaps, delivery of services and regional inequality owing to state intervention, limited competition, corruption and cronyism. The resultant mass discontentment lead to the 2011 revolution post which some efforts have been initiated towards a more transparent, democratic and pluralistic society. However, it struggles to accelerate its transition and continues to face economic and social challenges with poor macroeconomic health, high unemployment, infrastructure bottlenecks, low quality of health and education and environmental degradation. Poverty decline, increase in vulnerability, marred with regional disparities, has also not been inclusive. Motivated by this rationale, the work program of the Poverty and Equity Group in Tunisia as well in the other MENA countries in the Region is focused on the underlying factors that underpin improvements in poverty and shared prosperity. There are three components to the current work program including 1) Data access; 2) Operational experience on Statistical Capacity; 3) Analysis on poverty, vulnerability, and jobs. These activities aim to promote the evidence, knowledge and analysis to improve equity and reduce poverty in the Tunisia.

Scope of the work

The consultant will support the growing Poverty and Equity Program in Tunisia and may be called to support similar work in other countries including Morocco and Algeria which face similar development programs.

1) Strengthening the capacity of local National Statistical Office

The work program in this area encompasses supporting the NSO in the development and implementation of surveys including all the phases of the process such as support on the questionnaire design and review, support on field work, training, adoption of new technologies, and data access and dissemination. The level of engagement in each of these stages vary depending on the client?s need but it is an important agenda which is demanding more attention.


2) Policy Relevant Analytical Work

The team is currently involved in a Systematic Country Diagnostic which is the main analytical work to be delivered this fiscal year. In parallel the team in involved in the development of a programmatic work on poverty and jobs which has delivered a poverty map for Tunisia and in the process of crafting the concept for a jobs? analysis.

Specific tasks to support:

Data and strengthening statistical capacity: Supporting the TTLs in the day to day dialogue with the Statistical Office including the development of the survey implementation' data plan, training arrangements as needed, facilitate the work of senior consultants to oversee survey design, field work, support in potential statistical operations
Policy Relevant Analytical Work: Supporting the TTLs in the literature review, consultations, and data analysis of the forthcoming Tunisia SCD. Support the TTLs in the dissemination of the Poverty Map and in the development of the forthcoming jobs diagnostic and in strengthening the analytical pipeline.
Support other operational analytical work related to poverty and equity as needed at the request of the TTLs.
Advanced degree in Economics, Economic Policy or equivalent with specific training in poverty and welfare, econometrics and statistics.
At least 2 years of relevant professional experience, or equivalent combination of education and experience.
Strong analytical and conceptual skills and demonstrated experience with managing complex databases (household and firm-level surveys) with understanding of modern statistical analysis of panel and time series data.
Ability to undertake complex literature reviews on topics related to trade and poverty and digital technologies.
Knowledge of program languages like Stata; with Excel and other Microsoft Office applications; and in database management.
Ability to deliver results effectively in support of the team, taking personal responsibility to meet deadlines and quality standards.
Highly motivated, with initiative and a positive attitude, team spirit, and the capacity to work comfortably in a diverse environment.
Ability to work under pressure and work flexibly on a range of assignments, to adjust to changing needs, and to prioritize among evolving tasks.
Knowledge of the country and the counterparts will be a plus.


Timing and supervision

This contract is for 150 days starting on February 2020 with possibility to evolve into an ETC. The consultant is required to be based in Tunisia or to arrange to live there most of the time. He/she will be supervised by Gladys Lopez Acevedo and Vasco Molini (TTLs Programmatic Work on Poverty and Equity).



Selection Criteria

Advanced degree in Economics, Economic Policy or equivalent with specific training in poverty and welfare, econometrics and statistics.
At least 2 years of relevant professional experience, or equivalent combination of education and experience.
Strong analytical and conceptual skills and demonstrated experience with managing complex databases (household and firm-level surveys) with understanding of modern statistical analysis of panel and time series data.
Ability to undertake complex literature reviews on topics related to trade and poverty and digital technologies.
Knowledge of program languages like Stata; with Excel and other Microsoft Office applications; and in database management.
Ability to deliver results effectively in support of the team, taking personal responsibility to meet deadlines and quality standards.
Highly motivated, with initiative and a positive attitude, team spirit, and the capacity to work comfortably in a diverse environment.
Ability to work under pressure and work flexibly on a range of assignments, to adjust to changing needs, and to prioritize among evolving tasks.

General Economic Knowledge and Analytical Skills Demonstrated track record of working with economic and survey data and analytical tools and models to conduct applied micro-economic analyses and produce user-friendly written outputs; understands underlying economic and statistical concept.
Applied Microeconomic Skills and Experience Knowledge and skill in one or more areas: data and statistical systems; ex-ante and ex-post analysis of distributional impacts of policy reforms. Has hands-on experience in micro econometrics with large micro datasets
Written and Verbal Communication in English and French, knowledge of Arabic is a plus Delivers information effectively in support of team or workgroup.
Collaborate Within Teams and Across Boundaries Collaborates across boundaries, gives own perspective and willingly receives diverse perspectives.
